Em segundo lugar, a literatura internacional também tem defendido que a atuação dos governos contribui para o desenvolvimento turístico (Cooper e Flehr, 2006; Blake e Sinclair, 2007). Como já expusemos, alguns estudos mencionam a importância da utilização dos instrumentos de políticas públicas na instigação do desenvolvimento turístico (Palmer, 1996; Lickorish e Jenkins 1997; Pearce, 2011). Porém, estes estudos não analisam de forma detalhada a relação entre o desenvolvimento turístico e os instrumentos de políticas públicas. Nesse sentido, e em consequência do nosso segundo objetivo, avaliar o impacto dos instrumentos de políticas públicas no desenvolvimento turístico daqueles municípios, pretendemos contribuir para um tópico também ele pouco explorado na literatura, enfatizando ainda mais o contributo original desta investigação. Intentamos que a conceção de uma tipologia de instrumentos de políticas públicas do turismo permita contribuir, quer para a resolução dos problemas associados às falhas de mercado existentes na atividade turística, quer para o desenvolvimento do turismo, em especial dos municípios portugueses.

As already exposed, some studies mention the importance of using the instruments of public policy at the instigation of tourist development (Palmer, 1996; Lickorish and Jenkins 1997; Pearce, 2011). However, these studies do not examine in detail the relationship between the development of tourism and the instruments of public policy. In this sense, and as a result of our second goal, assess the impact of public policies on tourism development of those municipalities, we intend to contribute to a topic he too little explored in literature, emphasizing the original contribution of this investigation. We that the concept of a typology of public policy instruments enable tourism contribute to the resolution of problems associated with market failures that exist in tourist activity for the development of tourism, particularly the Portuguese municipalities.
