Secondly, the international literature has also defended the actions of governments contributes to the development of tourism (Cooper and flehr, 2006; Blake and Sinclair, 2007). As we have already outlined, some studies show the importance of the use of the instruments of public policy at the instigation of the tourism development (Palmer, 1996; lickorish and Jenkins, 1997; Pearce, 2011). However, these studies do not analyze in detail the relationship between the tourism development and the instruments of public policy. In this sense, and in consequence of our second objective, to assess the impact of the instruments of public policy in tourist development in those cities, we hope to contribute to a topic he too little explored in the literature, emphasizing further the original contribution of this research. Intentamos that designing a typology of instruments of public policy of tourism will contribute, either to solve the problems associated with market failures exist in the tourist activity, and for the development of tourism, in particular of the Portuguese municipalities.
