Basicamente, é uma inovação que até ganhou prêmio do Governo Brasileiro e prometeram o financiamento do BNDES, mas como não tinham garantias, o empréstimo não foi liberado.

Particularmente eu acredito que foi falta de recursos do Governo, pois todos os recursos deste órgão do Governos só foram liberados para as Empreiteiras que estão envolvidas na operação Lava-Jato e para os países vizinhos "muito" amigos do ex-Presidente Lula.
